This is actually a form of royal seal. I'm not sure how new or old it is though the 3 characters in the middle (yellow & red characters on a blue back ground) are the initials of one of the thai royalty.

This is the seal of the present king, King Rama IX or King Bhumibol Adulyadej. King Bhumibol has reigned for 60 years (in year 2006), the longest reigned king in the world. There is a huge ceremony going on and royalties from all over the world are attaining the ceremony, such as Queen Elizabeth of England and Prince Albert of Monaco. King Bhumibol is loved and very well respected by all Thais. He was recently awarded by the UN for his efforts that he gives to developing the Thais for the past 60 years. He initiated thousands of projects to help the Thais that live in poverty. He is also a great composer and artists.
